I'll be cross-posting this. The Vietnam was ended not by Nixon or Kissinger, but by Congress in 1971. They voted down budget requests in that year. Congress can shut down the war if it wants to by "taking money away from our troops." The frame should be:
"We're allocating money to bring them home."
