The attending physicians, the 'treating' doctors, do the exams and write the reports and recommendations but a medical board which is made up of career military, both physicians and paper-pushers, are the one's that make the decisions that affect these soldiers lives. These military bureaucrats are expected to fall in line with whatever saves the DOD money or prestige.
